We (People) have taken away the predators that keep animal population in balance, and keep expanding housing to Virgin soil reducing roaming room. We continue to do this yearly, monthly, even daily in certain areas and expect the animals to stay away (ask people in New Jersey about Black Bears and Deer). Some of the main reasons that the state sets bag limits or bans hunting in certain areas is so the herds have the right quantity of animals.
